New update for EU Anti-Dumping and Trade Defence Law and Practice in printed and electronic editions. In addition to the usual flow of determinations following investigations and reviews the period since August has seen much activity regarding trade defence in the European courts, with four judgments in the General Court and one in the Court of Justice, as well as a number of orders. The topics covered include those of confidentiality for complainants and failure of parties to provide satisfactory information. |

New update of International Trade Regulation (Issue 30). This update of International Trade Regulation covers only seven adopted panel and Appellate Body reports, but these reports contain nearly 3000 pages. A large number of these pages are accounted for by the first phase of the Boeing/Airbus dispute, the case brought against the EU. The reverse action, brought by the EU against the US, should be completed in time for the next edition. The report in the first case clarifies several important issues in the rules on subsidies. Among the other reports reflected in this update are significant rulings on the valuation of goods for customs purposes and the implementation of customs procedures.
An electronic version of International Trade Regulation is at an advanced stage of development. Like the electronic version of our Anti-Dumping publication, it will be in PDF format, with internal and external links. It is being designed for use both on conventional monitors and on tablets, such as the Ipad. |

One of the most significant developments in the period has been the report of the investigation into subsidies on coated fine paper from China. This was the first countervailing duty investigation carried out by the EU in respect of Chinese subsidies, and the experience was evidently not a happy one since the attitude of the Chinese authorities appears to have been that of almost total non-cooperation. The Commission's reaction to this behaviour is shown in the update. |
